Do abilities stack and or overlap,..??

I've been wondering if the card abilities that are the same in a deck, example: Notably decrease the att/deff of all opponents cards x2 

would they stack? 

Would they overlap?

im interested to here what the reality of the theory is and what your opinions on the matter,..
